Public institutions

A rich institutional, legislative and regulatory environment

Public authorities have a strong presence in all of TDF's major areas of activity. Mobile hosting, fiber deployment and audiovisual broadcasting are all activities that raise issues of general interest, which justifies the particularly strong involvement of public authorities. As a result, TDF finds itself in an extremely crowded institutional, legislative and regulatory environment. TDF operates in markets that are governed by a large number of regularly evolving regulations, issued by various public authorities (ministries, independent administrative authorities, members of parliament, etc.). TDF is therefore necessarily involved in intense dialogue and interaction with numerous institutions and public officials (DGE, ANCT, Ministry of Culture, Arcep, ARCOM, etc.).

Three independent administrative authorities

At national level, however, it is the decisions of three Independent Administrative Authorities (AAI) that stand out for the particular imprint they exert on TDF's institutional environment: ARCEP, ARCOM and ANFR.

Each of them plays a major role in TDF's different areas of activity.

This role can be direct (the authority makes decisions that apply directly to TDF) or indirect (the authority makes decisions that apply to TDF's customers).

Below are the roles played by these Authorities in TDF's three main areas of activity.

ARCEP

Regulator of electronic communications, postal services and press distribution

Fiber business

For the FIBRE business, it defines the regulatory framework for deployment and marketing.

Telecom Mobile business

For the Mobile business, it allocates licenses to mobile operators.

Audiovisual activity

For the audiovisual business, it obliges TDF to open up access to its DTT sites to competitors.

ARCOM

Audiovisual and digital communication regulator

Arcom is the French regulatory authority for audiovisual and digital communication, created from the merger of the Conseil supérieur de l'audiovisuel (CSA) and the Haute Autorité pour la diffusion des œuvres et la protection des droits sur Internet (Hadopi).

Audiovisual activity

ARCOM implements the DTT modernization program and allocates audiovisual frequencies.

Among other things, it manages all the radio frequencies on which our audiovisual and mobile activities depend.

TDF works continuously with several associations

TDF also maintains close relations with a number of professional associations active in its various fields of activity. TDF members hold privileged positions in a number of them:

OFITEM

Association of Mobile Infrastructure Operators

Mobile Activity

OFITEM, the association of mobile telephony infrastructure operators, represents mobile telephony infrastructure operators in France, notably in dealings with public authorities, regulatory authorities, the media and, more generally, stakeholders in the telecoms sector.
