Arnaud Lucaussy, General Secretary of TDF, is elected President of OFITEM, the French association of mobile telephony infrastructure operators.
Arnaud Lucaussy has been a senior executive at TDF since 2010 (Director of Regulatory and Public Affairs, then General Secretary from 2016). He has spent most of his career in the telecommunications sector, in both the public and private sectors.
He takes over the presidency of OFITEM, an association set up in 2020 by France's leading mobile telephony infrastructure operators to promote the role of towercos in mobile coverage, and to work on securing their infrastructures. OFITEM currently comprises ATC France, Cellnex France, TDF and Totem.
Mobile telephony infrastructure operators deploy, build and operate high points (towers, rooftop terraces) and shared antenna systems, particularly in confined spaces (subways, tunnels, office buildings). Their sites host the antennas of mobile operators. Today, towercos are major investors in the telecoms sector, promoting the pooling and optimization of infrastructures. They play a decisive role in reducing the digital divide.
OFITEM contributes to the construction of a regulatory framework adapted to Towercos' activities, thanks to an ongoing dialogue with all players in the sector (State, Parliament, Regulators, Associations of Local Authorities, Fédération Française des Télécoms). Its working groups are committed to sharing their expertise in order to :
- Ensure proper mobile coverage of the territory;
- Remove obstacles to the deployment and smooth operation of sites;
- Secure sites and combat land speculation.
The OFITEM board also includes Nicolas Roy, CEO of Totem (Vice-Chairman), Vincent Pointcheval, Legal Director of ATC France (Secretary) and Stéphane Trussart, Legal Director of Cellnex France (Treasurer).

Arnaud Lucaussy is also Vice-Chairman of Broadcast Networks Europe, the association of European broadcast operators.
